What to look out for with a used drone
Check the condition of the gimbal and the camera above all — that is the most vulnerable part and expensive to repair. Also look at the propellers, the housing around the arms and any signs of a crash. Batteries are wear parts: several batteries (as in a Fly More Combo) are a big plus. A drone that comes complete with charger, cables and original controller saves you hassle and extra purchases later.

Rules and registration
Bear in mind that in the EU you need an online registration and a (free to inexpensive) flying certificate for most drones. That is separate from where you buy the drone — new or used makes no difference to the rules. Useful to know before you take off.
